IS A ONE-PARTY POLITICAL SYSTEM IN THE OFFING
FOR THE UNITED STATES?
I am glad the subject assigned to me
has been placed in the form of a question.
This gives me a wide area in which to ruminate.
There are, of course, sharp divisions of opinion
with reference to this question.
While there is no constitutional barrier to such
a development, certain it is that the original concepts
of governing our country have been materially altered.
It has always been thought that since our country is
made up of self-determining states it would be difficult —
or even impossible — to develop a powerful central govern*
In theory, at least, the states retain all
rights and privileges not specifically ceded
to the Federal government.
I say, "in theory," because we have witnessed a lot of
local government pre-empted by the Federal powers,
